Mr. Mustapha Lawal Sulaiman, Permanent Secretary of the Ministry of Foreign Affairs resumed duty on 2nd October, 2018 following his deployment on 24th September, 2018.

Until his deployment to the Ministry, he was the Permanent Secretary of the Career Management Office (CMO) in the Office of the Head of Civil Service of the Federation (OHCSF). Mr. Mustapha Sulaiman is an accomplished public servant with an extensive experience in Human Resource Management, Special Procurements, Logistics, Planning and Research.

Mr. Mustapha Sulaiman is a graduate of Sociology from Bayero University, Kano, and holds Master’s degree in Sociology from the University of Jos, as well as Master’s degree in Industrial and Labour Relations from the premier University of Ibadan. He also holds an Advanced Personnel Management Certificate from the Administrative Staff College of Nigeria, (ASCON), Badagry, Lagos.

He joined the Federal Civil Service in 1991, after serving with the Kano State Institute for Higher Education. From 1997 to 2012, he served as Director (Administration) at the State House, during which he actively participated in the organisation of State Visits, Summits and Conferences hosted by Nigeria. He has been a member of Presidential delegation to several international conferences including the United Nations General Assembly and G-15 Summit. He was also part of the Presidential delegation to various State Visits. Mr. Sulaiman had also served as member of Inter-Ministerial Planning Committees for ECOWAS summits, Africa-South America   summit, Africa­-German   Forum and Presidential inaugurations among others.


The Permanent Secretary is a recipient of 2012 Nigeria Public Service Award by the President and Commander-in-Chief of the Federal Republic of Nigeria.

Having spent a substantial part of his career in the State House and worked very closely with the last ten Permanent Secretaries and Principal Secretaries, he is one of the privileged few with vast institutional memory of State House operations.

Mr. Mustapha Sulaiman was deployed from the State House to the Federal Civil Service Commission (FCSC) where he served as Director of Policy, Research and Statistics (PRS).

The Permanent Secretary is a sports fan and was a member of the Kano Pillars Basketball Team, as well as Chairman, Board of Trustees of Premier Basketball Foundation Team. He is happily married with children.
